Set up a rule like, “The rule in our house is to use inside voices, even when we are upset. If you follow the rule all day today, we can read an extra story at bedtime. If you break the rule, you will lose 10 minutes of screen time.”

In general, making new rules is not helpful when a child is already upset. Focus on your other skills, like adjusting the environment, calming, and modeling to help your child calm down. If you set a rule, make sure you set it up when your child is calm, and be sure your child can follow the rule.
Remember that rules are most helpful when you also use the other PC-CARE skills.
